My headcanon is that Clarus and Regis unofficially adopted scrappy little teen Cor as their little brother.
So when they know that the situation with the empire is going south, not only do they make sure to have a reason to get the boys out of the citadel, they also arrange for Cor to be on external patrol, as per the prologue.
Except Cor's not stupid and demands to know what's going on. When they explain, Cor is adamant he's going to stay and die with the only family he's ever had. Regis and Clarus have to convince him that they need him to survive and have to say goodbye to their baby brother, knowing they'll never see him again.
